Overview
The Utah Democratic Party is seeking a qualified vendor to provide affordable, scalable services for first time and down ballot candidates. Many candidates need an accessible starter kit that covers basic campaign needs while others require more robust support for competitive races.
UDP aims to offer a structured set of tiered service packages that candidates can choose from based on their needs and resources. The goal is to create a Campaign in a Box system that allows new candidates to launch quickly, while giving more experienced campaigns room to grow.
Scope of Work
Vendors should propose three service tiers with clearly defined deliverables and pricing. Vendors may submit proposals for the full scope or selected tiers. UDP may award more than one contract if multiple vendors provide strong value.
Tier 1: Basic Candidate Starter Package
Designed for new candidates, low-budget races, and individuals who need fast, simple infrastructure to begin campaigning.
Required Components:
Candidate meeting schedule or guided consultation plan
Initial copywriting (candidate bio, about section, core issues)
Logo design (1 round of edits)
One-page website (mobile-friendly and secure) (1 round of edits)
Standard flyer design (front and back) (1 round of edits)
Basic field plan
ActBlue donation page setup
Action Network setup for volunteer sign-up and email list building
Goal: Provide a ready-to-launch foundation so candidates can start organizing, fundraising, and establishing a campaign presence without delay.
Tier 2: Expanded Candidate Package
Ideal for legislative or competitive county-level campaigns that need stronger branding, better infrastructure, and guided organizing support.
Required Components:
All Tier 1 deliverables
Full logo and brand kit (colors, typography, social media graphics)
Multi-page website or enhanced one-page site with additional sections
Enhanced flyer design and messaging refinement
Field plan with precinct-level priorities and basic turnout targets
Potential volunteer list intake and organization strategy
Donor list organization strategy or fundraising start-up guide
Draft communications plan or key messages document
Goal: Provide a more comprehensive package that equips candidates for visibility, volunteer growth, and early fundraising.
Tier 3: Comprehensive Services and A La Carte Add Ons
Developed for competitive campaigns that need full service campaign support or want to select specific add ons.

Full campaign plan
Digital fundraising strategy
Managed website updates
Photography session
Video content packages
Social media content calendar
Email and SMS program setup
Event planning support
Direct mail design coordination
Launch event strategy
Voter targeting guidance or data onboarding support

Advanced social media graphics
Press release drafting
Debate prep support
Additional consulting sessions
Goal: Create a high support menu that candidates can tailor based on race competitiveness, resources, and campaign goals.
Required Qualifications
Experience with political campaigns
Strong graphic design and branding skills
Web development experience with secure hosting
Ability to write basic and advanced campaign copy
Understanding of field organizing principles
Ability to scale for multiple candidates
Strong customer service and responsiveness
Clear and transparent pricing

Evaluation Criteria
UDP will evaluate proposals based on:
Quality of previous work
Affordability and clarity of pricing
Strength of graphic design and website development
Understanding of political field work
Ability to scale for many candidates
Turnaround time and responsiveness
Additional value offered in Tier 3 and a la carte services
The Utah Democratic Party may select multiple vendors or request clarifications during the review period.
